The Russian regions announced the distribution of enlistment summons and the beginning of military training. Officially, the second wave of mobilization was not declared, and the summons was handed to "clarify the data". Citizens in half of Russia's regions have already reported receiving these notes. One region’s authorities referred to the presidential decree on military training this year.

The president's website or the government's legal information portal does not mention this decree. However, this does not mean that there is no order. It can be secret or for officials' use only. Since the beginning of the invasion, many decrees - on pardoning convicts, on awarding, and even partially the decree on mobilization - have not been published.
